Decide about development location of Trac Enhancements (#21)
The trac enhancements are currently developed within the base project svn.
In order to simplify contributions, an additional project should be created.
this would be either hosted as a sub-project of the "dev" domain, or as a separe sub-domain similar to the "case" project.
