Process:
- Define the Goals for releasing the infrastructure.
- Specify the resulting Requrements.
- Select License.
Goals:
- Enable usage of infrastructure by individuals and projects
- Encourage further development of infrastructure
- Ensure full ownership of Code (minimum Joint Copyright)
Requirements:
- Open Source license
- Allows modifications for internal use (no need to contribute back)
- Public modifications must open sources
- An instance providing services is counted as "Public use"
- license does not affect licenses of extended products (e.g. trac)
